Ciprian Ciucu, the general mayor, wanted to bring order to the Capital City Hall - cut some employees, streamline, get rid of those who were just sitting around. By now I've abolished positions, created others, people have already left!" And just like that, his reform, which he had been pushing for a year and a half, is on hold.

On Friday, the Bucharest Tribunal suspended the reorganization of the PMB's specialized apparatus, the one approved in April by the General Council. The decision is enforceable and can be appealed. Ciucu says that if they wanted to suspend it, they should have done it immediately, not after two months, when personnel changes have already been made. And he's right, bro! If someone suspends something of mine, tell me on the spot, not wait until I'm done.

This reorganization, bro, was serious business. The goal: to cut over 400 positions from the organizational chart, half of which were already vacant, and reduce management positions from 146 to 85. That is, get rid of useless bosses and employees who did nothing. Ciucu gave an example: the Euro 2020 Service, created in 2018, useless, and 9 firefighters who "were sitting around" and refused jobs with real work. Now, here's the kicker: the mayor says PMB hasn't been restructured in 16 years, even though six mayors have come and gone, three of them interim. And now, what's next? This suspension doesn't affect the entire reform, just the reorganization of the own apparatus. The other parts - merging seven cultural institutions (CREART, ARCUB, PROEDUS, Lumina Cultural Center, Expo Arte Cultural Center, Center for Youth, and the Art School) into one, reducing from 267 to 155 positions, and establishing the Public Domain Administration (ADPMB) by merging ALPAB, the Plant Protection Center, and the Cemetery Administration, from 771 to 511 positions - are moving forward. Overall, Ciucu's plan aimed to cut 772 positions and save nearly 28 million lei per year. Hear that, 28 million! How much is that, bro? Maybe a few barons' salaries.

Until the suspension, about 120 notices had been given and another 50 were pending. Now those people are in limbo, they don't know what to do. Ciucu warns that this decision creates uncertainty and delays investments and funding. And he said something that got me: PMB, with its 72 subordinate institutions and 19 hospitals, is "an administrative monster." And he's right, bro! When you have that much bureaucracy, you can't govern efficiently. But I, for one, don't expect it to be resolved anytime soon.
